COURSE 8:

SPECIALIZED UNITS

To form particular units as vehicles for the concrete implementation of the concepts trained as practical mechanisms for real cases. GJ4A will assume responsibility for forming the first two units with respect to carefully selected crimes, officials and regions, all in person. These units will demonstrate how concepts are applied as mechanisms in practice for the desired accusatory ends.

From among these first units, teams of teachers would be formed whose responsibility would be to replicate the methodology throughout the country at the same time or incrementally according to particular circumstances. This could be done with a combination of virtual and face-to-face methodology, along with GJ4A advice.

This Course 8 is essential in bridging the gap between the conceptual and the practical and thus achieving the accusatory ends beyond the mere conceptual name of “accusatory”. Without this essential step, the other modules are of lesser value due to their limitation to the conceptual. If the system fails to transition to practical accusatory application, all other training is in vain.

Required

Comparative Law and Criminal Procedure—Measuring Up; Kim R. Lindquist; United States; 2024

(This book, in effect, bridges the Author’s experience between the criminal justice systems of the Western Hemisphere with those of the Eastern Hemisphere. Moreover, it contains new developments in measuring the probative strength of cases and facts.)

Optional

The Elusive Rule of Law; Kim R. Lindquist; United States; 2021.

(As already noted, this book essentially constitutes the English version of the material otherwise presented in the Spanish publications as these relate to the comparative rule of law analysis.)

The Peril—from Colombia to Kabul; Kim R. Lindquist; Fulton Books, United States, 2020

(By means of the Author’s personal experiences over the years as a Federal  Prosecutor and international legal consultant, this work addresses the danger of bureaucracy—the sacrifice of institution in favor of institution preservation—as the same applies to governments, private entities, and citizens  otherwise. The book makes specific reference to the social phenomenon of the transition of criminal justice systems to the accusatory form as an aspect of the bureaucracy phenomenon.)

Formation

Task force members, in a modified manner according to the respective circumstances, will be required to take and successfully complete modules 6 through 12. This learning will be reinforced through discussion between the teachers and the members of the specialized unit according to the particular circumstances.

Once the conceptual foundations have been established, the concepts of learning as mechanisms will be applied to the real cases that correspond to the specialized unit, both those that already exist as well as the new ones that enter the unit.

Teachers will monitor and strengthen such enforcement until the officials themselves demonstrate an independent power of supervision, not to exceed six months from the start of the unit.
