SURVEY - THE REVELATION

The purpose of the survey questionnaire is to make a preliminary determination of the accusatory status or degree of accusatory development of the particular country by means of detailed information provided by that country in response to the 368 questions therein. The survey questions were designed with the purpose of obtaining precisely and scientifically the information needed to make a preliminary evaluation of the system. The principal prosecutors’ office or its equivalent is probably the most indicated responding entity; or perhaps judges that have the  most direct involvement in the system. Nevertheless, police entities can also provide the same information.

Survey Methodology: A Scientific Approach

The survey methodology constitutes a mathematical formula that gives scientific credence to the methodology. Each of the survey questions reflects a procedural component that a functional accusatory system must have in order to achieve the desired efficiency, efficacy, and justice. As such, each question is given a numerical value. If the corresponding responsive information indicates the existence or satisfaction of that element, that numerical value is added to the overall tabulation. 

If the information provided indicates the absence of that particular element, no value is added. If the element is partially complied with, the numerical value reflects the same. The final tabulation will indicate where that system stands in percentage achievement of the accusatory goal. The tabulation also readily allows for a comparison or ranking among countries. It can even form the basis for measuring specific achievement of any improvement program.
