A comprehensive manual comprising the survey, the code evaluation, and system diagnostic will be provided both the subject country and any independent funding  source as the basis for sustained development in the future. The manual would answer definitively the questions put previously from the various functionary perspectives: Why seek systemic improvement? Where is the system in terms of transitioning to a more effective process? Where should it be? The written diagnostic would constitute the text in relation to the associated training and implementation modules in the achievement of a more effective system. That sustained development could include training, practical implementation as to real cases, legislative reform, and university curriculum advancement.

The manual will include a comprehensive list of specific practice standards derived from evaluation criteria in steps one through three.

These standards will help both the host country and independent funding sources:

Identify precisely what the system must achieve during development.

Legitimately claim accusatory status.

Justify continued funding and support.

The evaluation process for any given country is designed to take no more than a month, if not less.
